Le projet BRI, qui a \u00e9t\u00e9 pr\u00e9sent\u00e9 en 2013, pr\u00e9voit un investissement de 8 000 milliards de dollars. Entre 2013 et 2017, la Chine aurait investi pr\u00e8s de 85,4 milliards de dollars par an contre 37 milliards pour les \u00c9tats-Unis.&nbsp;<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-large  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/QagBq\/4\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>AidData r\u00e9v\u00e8le les m\u00e9thodes utilis\u00e9es par la Chine pour continuer \u00e0 octroyer des pr\u00eats aux pays dont la dette est d\u00e9j\u00e0 trop importante. Les banques chinoises auraient ainsi d\u00e9velopp\u00e9 des m\u00e9canismes de pr\u00eat \u00e0 des acteurs non-\u00e9tatiques, et AidData affirme que 70&#160;% des pr\u00eats effectu\u00e9s par la Chine et ses banques \u00e0 l\u2019\u00e9tranger \u00e9taient dirig\u00e9s vers des acteurs non \u00e9tatiques, qu\u2019il s\u2019agisse d\u2019entreprises et de banques publiques ou d\u2019institutions priv\u00e9es.&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-122112' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2021\/10\/01\/la-dette-cachee-des-nouvelles-routes-de-la-soie\/#easy-footnote-bottom-2-122112' title='&lt;a href=&quot;https:\/\/www.aiddata.org\/blog\/aiddatas-new-dataset-of-13-427-chinese-development-projects-worth-843-billion-reveals-major-increase-in-hidden-debt-and-belt-and-road-initiative-implementation-problems&quot;&gt;AidData\u2019s new dataset of 13,427 Chinese development projects worth $843 billion reveals major increase in \u2018hidden debt\u2019 and Belt and Road Initiative implementation problems&lt;\/a&gt;'><sup>2<\/sup><\/a><\/span><\/span><\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/0CzKA\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Par ailleurs, AidData effectue des comparaisons entre d&rsquo;une part les projets de la p\u00e9riode pr\u00e9-2013 et les projets des  Nouvelles routes de la soie (BRI) et d&rsquo;autre part entre les projets chinois dans le cadre de la BRI et hors de ce cadre. 35&#160;% des projets d\u2019infrastructures de la BRI ont ainsi rencontr\u00e9 des probl\u00e8mes de mise en place li\u00e9s notamment \u00e0 des scandales de corruption ou \u00e0 des manifestations publiques contre 21&#160;% pour les projets hors BRI.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Les chercheurs du laboratoire du College of William &amp; Mary r\u00e9v\u00e8lent \u00e9galement que les pr\u00eats octroy\u00e9s par la Chine aux pays pauvres ou en voie de d\u00e9veloppement le sont selon des conditions moins avantageuses que les pr\u00eats des institutions multilat\u00e9rales ou des pays de l\u2019OCDE. Ainsi, un pr\u00eat typique effectu\u00e9 par la Chine se fait, selon les chercheurs, avec un taux d\u2019int\u00e9r\u00eat de 4,2&#160;% et une p\u00e9riode de remboursement de moins de dix ans quand les pr\u00eats de pays comme l\u2019Allemagne ou la France se font \u00e0 un taux moyen d\u20191,1&#160;% sur une p\u00e9riode de 28 ans.&nbsp;&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Ces r\u00e9v\u00e9lations interviennent apr\u00e8s la publication en France du rapport de l\u2019IRSEM sur la \u00ab&#160;strat\u00e9gie d\u2019influence chinoise&#160;\u00bb dans son rapport de septembre 2021&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-3-122112' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2021\/10\/01\/la-dette-cachee-des-nouvelles-routes-de-la-soie\/#easy-footnote-bottom-3-122112' title='&lt;a href=&quot;https:\/\/www.irsem.fr\/institut\/actualites\/rapport.html&quot;&gt;Vie de l&amp;rsquo;IRSEM &amp;#8211; RAPPORT&lt;\/a&gt;'><sup>3<\/sup><\/a><\/span><\/span>, une strat\u00e9gie ayant notamment pour but de d\u00e9stabiliser les pays concurrents. Selon ce rapport, l\u2019Arm\u00e9e populaire de lib\u00e9ration, un des acteurs principaux de la strat\u00e9gie chinoise, m\u00e8nerait ainsi trois guerres&#160;: la guerre de l\u2019opinion publique, la guerre psychologique et la guerre par le droit.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>La Chine va faire face \u00e0 certains d\u00e9fis internationaux dans les prochaines ann\u00e9es. Les \u00c9tats-Unis ont en effet annonc\u00e9 le lancement d\u2019un nouveau projet d\u2019investissement national post-Covid19, le <em>Build Back Better program<\/em>, qui s\u2019\u00e9l\u00e8ve plusieurs milliers de milliards de dollars et qui aura notamment pour but d\u2019investir dans les infrastructures vieillissantes du pays et dans la lutte contre le r\u00e9chauffement climatique.
