Paris. <\/em>Gilets Jaunes en France, mouvement anti-corruption en Roumanie, \u201c1 parmi 5 millions\u201d en Serbie, mais aussi \u00e9meutes racistes de Chemnitz en Allemagne, ou plus anciennement les manifestations pour l\u2019ind\u00e9pendance catalane et le mouvement \u201cCinque Stelle\u201d en Italie (1<\/strong>). Autant de manifestations populaires qui traversent ou ont travers\u00e9 l\u2019Europe au cours de la derni\u00e8re dizaine d\u2019ann\u00e9es et dont toutes les cons\u00e9quences ne sont, dans la majorit\u00e9 des cas, pas encore connues.<\/p>\n\n\n\n

Ces mouvements, bien qu\u2019il aient des aspects en commun, ont aussi et surtout montr\u00e9 leurs particularit\u00e9s. Qu\u2019est-ce qui les rassemblent et les diff\u00e9rencient ? La Lettre du Lundi<\/em> et le Groupe d\u2019Etudes G\u00e9opolitiques (GEG)<\/em> proposent deux cl\u00e9s d\u2019analyses, qui, sans pr\u00e9sager des orientations politiques ou de la teneur des revendications, permettent toutefois de comparer entre eux des hypostases de l\u2019expression populaire.<\/p>\n\n\n\n

La premi\u00e8re tient \u00e0 la structuration politique du mouvement, \u00e0 la mani\u00e8re dont il se coule dans les cadres existants du jeu politique, soit en fondant un parti politique, soit en proc\u00e9dant de l\u2019action de celui-ci, soit encore en pr\u00e9sentant des candidats \u00e0 des \u00e9lections. On peut notamment remarquer que cet axe est polarisant. chez les Gilets Jaunes par exemple, qui, au travers de leur revendication du RIC (R\u00e9f\u00e9rendum d\u2019Initiative Populaire), expriment un rejet de la d\u00e9mocratie repr\u00e9sentative et leur pr\u00e9f\u00e9rence pour la d\u00e9mocratie directe.<\/p>\n\n\n\n

La deuxi\u00e8me cl\u00e9 d\u2019analyse tient \u00e0 la pr\u00e9cision des revendications port\u00e9es par les mouvements sociaux. Certains d\u00e9fendent ainsi des options tr\u00e8s nettes, comme l\u2019ind\u00e9pendance, la sortie de l\u2019Union Europ\u00e9enne, ou encore le rejet d\u2019une loi. D\u2019autres pr\u00e9sentent des options plus larges, davantage expression d\u2019un grand mouvement de \u201cras-le-bol\u201d g\u00e9n\u00e9ral que d\u2019une construction pr\u00e9cise d\u2019id\u00e9es politiques, sociales ou \u00e9conomiques.<\/p>\n\n\n\n

Nous avons tent\u00e9 de placer au mieux, en consultant des personnes proches des pays et des sujets concern\u00e9s, les mouvements selon ces deux axes. Cela reste un travail encore davantage indicatif que analytique mais qui permet n\u00e9anmoins de d\u00e9gager quelques remarques instructives.<\/p>\n\n\n\n\n\n

La pr\u00e9cision des revendications est dans l\u2019ensemble accompagn\u00e9e d\u2019une plus forte structuration politique, sans que l\u2019on puisse dire si l\u2019un guide l\u2019autre ou inversement.<\/p>\n\n\n\n

En pointill\u00e9s se dessine l\u2019itin\u00e9raire de certains mouvements, comme le mouvement 5 \u00e9toiles en Italie qui, pour s\u2019inscrire dans le jeu politique, a aussi d\u00fb pr\u00e9ciser en partie ses revendications, tout en les gardant suffisamment floues pour continuer \u00e0 rassembler sa base.<\/p>\n\n\n\n

C\u2019est aussi le cas des Bonnets rouges en Bretagne qui avaient tent\u00e9, sans grand succ\u00e8s, d\u2019inscrire leur exasp\u00e9ration face au \u201cmatraquage fiscal\u201d dans une strat\u00e9gie des urnes, d\u2019abord au niveau local.<\/p>\n\n\n\n

On peut y lire aussi la potentielle trajectoire d\u2019un mouvement comme les Gilets Jaunes : ira-t-il vers l\u2019institutionnalisation dans le jeu politique, comme le souhaitent certains de ses membres et comme l\u2019exprime peut-\u00eatre l\u2019appel du pied du mouvement Cinq \u00c9toiles (2<\/strong>) ? Ou, au contraire, restera-t-il dans la rue et sur les ronds-points, se dirigeant vers le sort des Bonnets rouges ou des Indign\u00e9s, encore pr\u00e9sents \u00e7a mais sans grande influence ?<\/p>\n\n\n\n
