Celle-ci estime que l\u2019application des mesures de relance \u00e9conomique actuellement envisag\u00e9es ne suffirait pas \u00e0 emp\u00eacher une forte augmentation des \u00e9missions de CO2 en 2023. Celles-ci seraient sup\u00e9rieures de 3 500 millions de tonnes \u00e0 la trajectoire envisag\u00e9e pour parvenir \u00e0 l\u2019objectif de z\u00e9ro \u00e9missions de CO2 d\u2019ici 2050, mod\u00e9lis\u00e9e dans une feuille de route publi\u00e9e en mai dernier&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-114946' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2021\/07\/28\/les-plans-de-relance-nous-eloignent-la-neutralite-carbone-selon-laie\/#easy-footnote-bottom-1-114946' title='\u00ab&amp;#160;&lt;a href=&quot;https:\/\/www.iea.org\/reports\/net-zero-by-2050&quot;&gt;Net Zero by 2050, A Road Map for the global energy sector&lt;\/a&gt;&amp;#160;\u00bb, Agence Internationale de l&amp;rsquo;\u00c9nergie, mai 2021.'><sup>1<\/sup><\/a><\/span><\/span>. Dans l&rsquo;\u00e9ventualit\u00e9 o\u00f9 les mesures de reprise durable seraient toutes appliqu\u00e9es, les \u00e9missions de CO2 continueraient \u00e0 augmenter progressivement, jusqu\u2019\u00e0 revenir au niveau historique de 2018, comme l\u2019indique le graphique ci-dessous&#160;:<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/Bt2xo\/3\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Le rapport de suivi de la reprise durable de l\u2019IEA mesure les plans de reprise mondiaux \u00e0 l\u2019aide d\u2019un nouvel outil&#160;: le Sustainable Recovery Tracker, qui traque les mesures prises par une cinquantaine de pays. Le processus comporte trois \u00e9tapes&#160;: le d\u00e9veloppement d\u2019un r\u00e9f\u00e9rentiel des politiques \u00e9nerg\u00e9tiques des pays ainsi que de leurs d\u00e9penses consacr\u00e9es aux mesures de relance durable en termes d\u2019\u00e9nergie, l\u2019\u00e9valuation de l\u2019impact de ces m\u00eames mesures sur les d\u00e9penses publiques et priv\u00e9es, puis l\u2019\u00e9valuation de leur impact sur l\u2019\u00e9volution des \u00e9missions de CO2.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/Eo7Lz\/1\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Pendant le deuxi\u00e8me trimestre 2021, 380 milliards de dollars (qui repr\u00e9sentent 2&#160;% \u00e0 peine du budget total accord\u00e9 \u00e0 la relance post-Covid19) ont \u00e9t\u00e9 allou\u00e9s \u00e0 des mesures d\u2019\u00e9nergie propre, finan\u00e7ant la transition \u00e9nerg\u00e9tique. Ces derni\u00e8res, additionn\u00e9es aux nouvelles mesures \u00e9nerg\u00e9tiques, permettraient \u00ab&#160;d\u2019augmenter de 30&#160;% les d\u00e9penses li\u00e9es aux \u00e9nergies propres et aux r\u00e9seaux \u00e9lectriques entre 2021 et 2023&#160;\u00bb (350 milliards de dollars suppl\u00e9mentaires par an). Cependant, ce montant ne repr\u00e9sente que 35&#160;% des d\u00e9penses globales n\u00e9cessaires pour atteindre la neutralit\u00e9 carbone d\u2019ici 2050, envisag\u00e9es par le plan de relance durable de l\u2019AIE.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/UV73t\/1\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Le secteur de l\u2019\u00e9nergie (en prenant en compte la production d\u2019\u00e9lectricit\u00e9) est responsable de pr\u00e8s de la moiti\u00e9 des \u00e9missions de gaz \u00e0 effet de serre \u00e0 l\u2019\u00e9chelle mondiale. Cependant, les investissements n\u00e9cessaires \u00e0 la transition \u00e9nerg\u00e9tique sont bien inf\u00e9rieurs aux ressources qui devraient \u00eatre mobilis\u00e9es pour remplir les objectifs fix\u00e9s par l\u2019AIE dans son Plan de relance durable&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-114946' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2021\/07\/28\/les-plans-de-relance-nous-eloignent-la-neutralite-carbone-selon-laie\/#easy-footnote-bottom-2-114946' title='\u00ab&amp;#160;&lt;a href=&quot;https:\/\/www.iea.org\/reports\/sustainable-recovery&quot;&gt;Sustainable Recovery, World Energy Outlook Special Report&lt;\/a&gt;&amp;#160;\u00bb&lt;em&gt;,&lt;\/em&gt; Agence Internationale de l&amp;rsquo;\u00c9nergie, juin 2020.'><sup>2<\/sup><\/a><\/span><\/span>.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/wYvMe\/5\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Les disparit\u00e9s entre pays sont importantes. La plupart des d\u00e9penses allou\u00e9es \u00e0 la transition \u00e9nerg\u00e9tique sont mises en place dans les pays du G20, dont il est estim\u00e9 que les mesures de relance devraient couvrir 60&#160;% de leurs besoins d&rsquo;investissement. Pour les \u00e9conomies \u00e9mergentes et en d\u00e9veloppement, ce taux est nettement insuffisant puisqu\u2019il atteint seulement 20&#160;%. L\u2019AIE affirme qu\u2019un soutien renforc\u00e9 des banques de d\u00e9veloppement et des institutions financi\u00e8res sera n\u00e9cessaire pour aider la reprise des \u00e9conomies \u00e9mergentes et en d\u00e9veloppement, mais aussi pour acc\u00e9l\u00e9rer le financement de la transition vers des \u00e9nergies propres.&nbsp;<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/w5oAV\/2\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>L\u2019Europe fait figure de bon \u00e9l\u00e8ve dans le domaine, toutefois, l\u2019objectif de neutralit\u00e9 carbone ne pourra \u00eatre atteint sans solidarit\u00e9 internationale. Un tiers des 1824 milliards d\u2019euros d\u2019investissements du cadre financier pluriannuel et du plan de relance NextGenerationEU financeront le Pacte Vert, et \u00e0 travers son plan <a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/07\/15\/le-plan-qui-change-tout-10-points-sur-le-fit-for-55\/\">Fit for 55<\/a>, l\u2019Union s\u2019engage \u00e0 une r\u00e9duction de 55&#160;% des \u00e9missions de gaz \u00e0 effet de serre d\u2019ici \u00e0 2030. Cet objectif \u2013 s\u2019il parvient \u00e0 \u00eatre maintenu \u2013 rentrerait dans les projections de l\u2019Agence en vue d\u2019atteindre la neutralit\u00e9 carbone d\u2019ici 2050, limitant la mont\u00e9e globale de la temp\u00e9rature \u00e0 1,5\u00b0 C.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/OzyIx\/1\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Plusieurs pays ont r\u00e9cemment montr\u00e9 des signes de bonne volont\u00e9 \u2013 bien qu&rsquo;insuffisants \u2013 pour parvenir \u00e0 cet objectif de 2050. La Chine, premier \u00e9metteur mondial de gaz \u00e0 effet de serre, <a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/07\/16\/la-chine-lance-un-systeme-dechange-de-quotas-demissions-de-co2\/\">a r\u00e9cemment lanc\u00e9 son march\u00e9 carbone<\/a> pour atteindre la neutralit\u00e9 carbone en 2060. Celui-ci ne concerne toutefois (pour l\u2019instant) que l\u2019\u00e9lectricit\u00e9, alors que le mix \u00e9nerg\u00e9tique chinois est compos\u00e9 \u00e0 plus de 70&#160;% par le charbon. L\u2019Allemagne, quant \u00e0 elle, a adopt\u00e9 le 12 mai dernier un plan \u00ab&#160;d\u2019acc\u00e9l\u00e9ration des ambitions climatiques&#160;\u00bb du pays, pour r\u00e9duire de 65&#160;% les \u00e9missions de CO2 d\u00e8s 2030, atteignant la neutralit\u00e9 carbone d\u00e8s 2045.
