{"id":113841,"date":"2021-07-12T17:30:00","date_gmt":"2021-07-12T15:30:00","guid":{"rendered":"https:\/\/legrandcontinent.eu\/fr\/?p=113841"},"modified":"2021-07-12T16:43:50","modified_gmt":"2021-07-12T14:43:50","slug":"un-conseil-des-affaires-etrangeres-tres-charge-a-bruxelles","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2021\/07\/12\/un-conseil-des-affaires-etrangeres-tres-charge-a-bruxelles\/","title":{"rendered":"Un Conseil des affaires \u00e9trang\u00e8res tr\u00e8s charg\u00e9 \u00e0 Bruxelles"},"content":{"rendered":"\n<ul class=\"wp-block-list\"><li>Le Conseil des affaires \u00e9trang\u00e8res est une r\u00e9union mensuelle rassemblant les ministres des Affaires \u00e9trang\u00e8res des \u00c9tats membres \u2013 et d\u2019autres ministres concern\u00e9s selon les sujets de discussion du jour \u2013 sous la pr\u00e9sidence de <a href=\"https:\/\/legrandcontinent.eu\/fr\/2020\/12\/14\/la-doctrine-borrell\/\">Josep Borrell<\/a>.<\/li><li>La s\u00e9ance qui se tient aujourd\u2019hui est particuli\u00e8rement charg\u00e9e en raison de l\u2019actualit\u00e9 internationale. Les ministres participants ont, en outre, \u00ab&#160;\u00e9t\u00e9 inform\u00e9s des derniers d\u00e9veloppements intervenus&#160;\u00bb concernant les situations en Afghanistan, dans le Caucase du Sud ainsi qu\u2019au Liban. Le nouveau ministre des Affaires \u00e9trang\u00e8res isra\u00e9lien, Ya\u00efr Lapid, a \u00e9galement \u00e9t\u00e9 invit\u00e9 afin d\u2019\u00e9changer avec ses homologues europ\u00e9ens.<\/li><li>Faisant suite aux premi\u00e8res mesures restrictives mises en place par l\u2019Union europ\u00e9enne en r\u00e9action \u00e0 l\u2019annexion de la Crim\u00e9e par la Russie, ainsi qu\u2019\u00e0 la d\u00e9stabilisation du Donbass en Ukraine en 2014, le Conseil europ\u00e9en a d\u00e9cid\u00e9 de prolonger les sanctions \u00e9conomiques jusqu\u2019en janvier 2022. Cette d\u00e9cision vient s\u2019ajouter aux mesures diplomatiques et \u00e0 celles concernant des individus (notamment des interdictions de voyage dans l\u2019Union) d\u00e9j\u00e0 en place.<\/li><li>Dans le m\u00eame temps, le Conseil a annonc\u00e9 la mise en place d\u2019une nouvelle mission militaire de formation au <a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/04\/15\/le-canal-du-mozambique-un-espace-geocritique\/\">Mozambique<\/a>, selon le m\u00eame format que celle existant au Mali (EUTM) depuis 2013. \u00c0 la demande du pr\u00e9sident du pays, Filipe Nyusi, cette nouvelle mission aura notamment pour objectif de \u00ab&#160;r\u00e9tablir la s\u00fbret\u00e9 et la s\u00e9curit\u00e9&#160;\u00bb dans <a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/05\/14\/vaincre-le-djihadisme-au-mozambique\/\">la province de Cabo Delgado<\/a>.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/38gNA\/1\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Des groupes arm\u00e9s islamistes s\u00e9vissent depuis 2017 dans cette province \u00e0 la fronti\u00e8re avec la Tanzanie, for\u00e7ant l\u2019exil de plus de 700 000 personnes. Cette mission de formation \u2013 dont la date de lancement n\u2019a pas encore \u00e9t\u00e9 pr\u00e9cis\u00e9e \u2013 devrait durer deux ans, et vient s\u2019ajouter aux aides financi\u00e8res humanitaires de l\u2019Union d\u00e9j\u00e0 en place, qui s\u2019\u00e9l\u00e8vent \u00e0 17 millions d\u2019euros. Vendredi dernier, le Rwanda a annonc\u00e9 qu\u2019il allait d\u00e9ployer 1000 militaires et policiers en Mozambique afin d\u2019aider l\u2019arm\u00e9e nationale.<\/li><li>Enfin, dans un communiqu\u00e9 de presse, le Conseil a r\u00e9affirm\u00e9 son souhait d\u00e9j\u00e0 exprim\u00e9 d\u00e8s 2018 \u00ab&#160;d\u2019inscrire la connectivit\u00e9 dans une approche g\u00e9ostrat\u00e9gique et mondiale&#160;\u00bb.
