D\u2019un c\u00f4t\u00e9, il milite pour la libert\u00e9 am\u00e9ricaine de recourir \u00e0 la Section 301 du Trade Act de 1974, c\u2019est \u00e0 dire pour \u00a0la possibilit\u00e9 donn\u00e9e au pr\u00e9sident am\u00e9ricain de modifier unilat\u00e9ralement les accords commerciaux jug\u00e9s injustes ou inefficaces. C\u2019est tout \u00e0 fait contre l\u2019esprit multilat\u00e9ral qui a pr\u00e9sid\u00e9 \u00e0 la cr\u00e9ation de l\u2019OMC.
