Bien que l\u2019article le plus pol\u00e9mique ne soit pas d\u2019ordre \u00e9conomique (l\u00e9galisation du mariage homosexuel), la Constitution propose notamment de reconna\u00eetre la propri\u00e9t\u00e9 priv\u00e9e et de limiter \u00e0 deux mandats l\u2019exercice de la pr\u00e9sidence de la R\u00e9publique. Cette nouvelle Constitution, qui pr\u00e9voit une ouverture au march\u00e9, a d\u00e9j\u00e0 \u00e9t\u00e9 adopt\u00e9e \u00e0 l\u2019unanimit\u00e9 au Parlement cubain. Miguel D\u00edaz-Canel, qui a \u00e9t\u00e9 \u00e9lu en avril 2018 pr\u00e9sident des Conseils d&rsquo;\u00c9tat et des ministres par l&rsquo;Assembl\u00e9e nationale du pouvoir populaire, poursuit le chemin entam\u00e9 par Ra\u00fal Castro qui avait, le premier, commenc\u00e9 ce processus d\u2019ouverture.  Si l\u2019\u00e9volution politique cubaine se confirme elle marquera un tournant dans l\u2019histoire de l\u2019Am\u00e9rique latine&#160;: ce bastion-r\u00e9f\u00e9rence du communisme, non seulement latino-am\u00e9ricain, mais aussi mondial, se lib\u00e9ralise peu \u00e0 peu et risque de perdre ainsi le statut particulier qui l\u2019a caract\u00e9ris\u00e9 durant la seconde moiti\u00e9 du XXe si\u00e8cle. La disparition progressive de cet avant-poste communiste qui a influenc\u00e9 et guid\u00e9 certains pays latino-am\u00e9ricains (Bolivie, Salvador, Nicaragua, V\u00e9n\u00e9zuela) confirme la dynamique lib\u00e9rale qui va structurer le continent am\u00e9ricain.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La Havane.
