{"id":10253,"date":"2018-11-25T22:00:26","date_gmt":"2018-11-25T21:00:26","guid":{"rendered":"https:\/\/lldl.eu\/?p=10253"},"modified":"2019-04-15T06:14:17","modified_gmt":"2019-04-15T04:14:17","slug":"la-northern-dimension-de-bruxelles","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/fr\/2018\/11\/25\/la-northern-dimension-de-bruxelles\/","title":{"rendered":"La <em>Northern Dimension<\/em> de Bruxelles"},"content":{"rendered":"\n<p><em>Bruxelles<\/em> \u2013 Les mardi 20 et mercredi 21 novembre, se sont tenus \u00e0 Bruxelles deux des quatre forums annuels de la Dimension septentrionale&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-10253' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2018\/11\/25\/la-northern-dimension-de-bruxelles\/#easy-footnote-bottom-1-10253' title='Commission europ\u00e9enne, Minist\u00e8re des Affaires \u00e9trang\u00e8res de Finlande,&lt;a href=&quot;http:\/\/www.northerndimension.info\/&quot;&gt; Exploring the Northern Dimension&lt;\/a&gt;'><sup>1<\/sup><\/a><\/span><\/span>, initiative impliquant l\u2019Union europ\u00e9enne, la F\u00e9d\u00e9ration de Russie, l\u2019Islande et la Norv\u00e8ge et visant \u00e0 l\u2019\u00e9laboration de politiques efficaces pour la zone de la mer Baltique et de la mer de Barents (au nord de l\u2019Europe) selon quatre axes prioritaires&#160;: l\u2019environnement, la logistique et les transports, la sant\u00e9 et le bien-\u00eatre social, la culture. Peuvent participer \u00e0 la Dimension septentrionale (DS) tous les \u00c9tats membres de l\u2019Union, ainsi que la Bi\u00e9lorussie (qui participe \u00e0 la \u00ab&#160;coop\u00e9ration pratique&#160;\u00bb de l\u2019initiative car elle fait partie de la zone de p\u00eache de la mer Baltique), de m\u00eame que les \u00c9tats-Unis et le Canada en tant qu\u2019observateurs.<\/p>\n\n\n\n<p>Les deux forums accueillis dans la capitale belge synth\u00e9tisent efficacement les priorit\u00e9s et les motifs d\u2019inqui\u00e9tude concernant cette r\u00e9gion&#160;: les changements climatiques et le r\u00f4le croissant de la Chine. La rencontre du 20 novembre&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-10253' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2018\/11\/25\/la-northern-dimension-de-bruxelles\/#easy-footnote-bottom-2-10253' title='Dimension septentrionale,&lt;a href=&quot;http:\/\/www.northerndimension.info\/images\/NDFF_environment_programme_web.pdf&quot;&gt; Northern Dimension future forum on environment&amp;#160;: black carbon and climate change in the European Arctic&lt;\/a&gt;, 19 novembre 2018'><sup>2<\/sup><\/a><\/span><\/span> a en effet eu pour th\u00e8me principal le charbon noir, une source d\u2019\u00e9nergie encore importante dans les transports et le chauffage des logements, mais responsable (selon plusieurs \u00e9tudes) \u00e0 hauteur de 20 \u00e0 25 pour cent du r\u00e9chauffement concernant la r\u00e9gion arctique qui, comme chacun le sait, voit sa temp\u00e9rature moyenne augmenter plus rapidement que le reste du monde. Les participants ont discut\u00e9 de la fa\u00e7on dont les pays de la r\u00e9gion pouvaient diminuer l\u2019utilisation du charbon noir, \u00e0 travers l\u2019utilisation de technologies qui, le plus souvent, existent d\u00e9j\u00e0.<\/p>\n\n\n\n<p>La rencontre du lendemain avait en revanche pour titre \u00ab&#160;Les nouvelles routes commerciales entre l\u2019Europe et l\u2019Asie &#8211; Les impacts de la Belt and Road Initiative sur le nord de l\u2019Europe&#160;\u00bb&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-3-10253' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/fr\/2018\/11\/25\/la-northern-dimension-de-bruxelles\/#easy-footnote-bottom-3-10253' title='Dimension septentrionale, &lt;a href=&quot;http:\/\/www.northerndimension.info\/images\/NDFF_Transport__preliminary_programme_web.pdf&quot;&gt;Northern Dimension future forum on transport&amp;#160;: emerging trade routes between Europe and Asia &amp;#8211; Impacts of China\u2019s Belt and Road initiative on Northern Europe,&lt;\/a&gt; 20 novembre 2018.'><sup>3<\/sup><\/a><\/span><\/span>, signe que le r\u00f4le de P\u00e9kin dans la r\u00e9gion est d\u00e9sormais reconnu \u00e0 tous les niveaux. La fonte des glaces permet en effet \u00e0 la Chine d\u2019exploiter \u00e9galement la voie nordique pour son projet de nouvelle route de la soie, qui vise \u00e0 connecter l\u2019Asie \u00e0 l\u2019Europe et \u00e0 l\u2019Afrique par la terre et la mer. La route de la soie nordique (baptis\u00e9e <em>Polar Silk Road<\/em>) permettrait aux conteneurs chinois d\u2019accomplir plus rapidement le voyage vers l\u2019Europe par rapport \u00e0 la route traditionnelle passant par le canal de Suez, \u00e0 travers des voies politiquement plus stables.<\/p>\n\n\n\n<p>Avant les deux rendez-vous \u00e0 Bruxelles, un forum de la DS intitul\u00e9 \u00ab&#160;Cr\u00e9er un monde meilleur \u00e0 travers les carrefours culturels et cr\u00e9atifs&#160;\u00bb s\u2019est tenu \u00e0 Saint-P\u00e9tersbourg le 15 novembre, et le dernier \u00e9v\u00e9nement, \u00ab&#160;Vieillir en bonne sant\u00e9&#160;\u00bb, aura lieu \u00e0 Vantaa, en Finlande, le 28 novembre prochain.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Perspectives <\/strong>&#160;: <\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>La priorit\u00e9 assign\u00e9e (au moins dans les intentions) aux th\u00e9matiques environnementales stimule la coop\u00e9ration croissante dans l\u2019activit\u00e9 de recherche scientifique dans la r\u00e9gion.<\/li><li>Le fait que l\u2019Europe reconnaisse d\u00e9sormais officiellement la Chine comme un important partenaire commercial renforce et l\u00e9gitime les vis\u00e9es de P\u00e9kin dans la r\u00e9gion, en d\u00e9pit du moment de tension avec les \u00c9tats-Unis sur le th\u00e8me du commerce international.<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Cette semaine ont eu lieu les deux forums \u00ab&#160;&#160;europ\u00e9ens&#160;&#160;\u00bb de la Dimension septentrionale, initiative qui associe l\u2019Union, la Russie, l\u2019Islande et la Norv\u00e8ge.
