Larrouturou<\/p>\n\n\n\n<p> A une \u00e9poque o\u00f9 la question climatique est une \u00e9vidence dans les d\u00e9bats politiques, l\u2019id\u00e9e d\u2019une transition vers un mod\u00e8le r\u00e9silient et attentif \u00e0 l\u2019environnement a d\u00e9finitivement gagn\u00e9 sa place parmi les enjeux majeurs du XXI\u00e8me si\u00e8cle. Multiplication des manifestations, communaut\u00e9s scientifiques en effervescence, engagement des entreprises, l\u2019humanit\u00e9 semble pr\u00eate \u00e0 faire front commun pour s\u2019attaquer au probl\u00e8me.<\/p>\n\n\n\n<p>Pourtant nombreux sont ceux qui d\u00e9noncent un syst\u00e8me o\u00f9 les belles paroles dominent un manque latent d\u2019efficacit\u00e9. Force est de constater que les moyens accord\u00e9s \u00e0 l\u2019action \u00e9cologique ne sont pas toujours \u00e0 la mesure des objectifs vis\u00e9s. Une telle inertie peut surprendre alors qu\u2019une mobilisation mondiale est attendue.<\/p>\n\n\n\n<p>\u00ab&#160;L\u2019argent est le nerf de la guerre&#160;\u00bb dit l\u2019adage, et la lutte climatique n\u2019\u00e9chappe apparemment pas \u00e0 la r\u00e8gle. Car lorsqu\u2019il s\u2019agit de passer du concept \u00e0 la pratique, l\u2019\u00e9conomie fait barri\u00e8re de tout son pragmatisme. Nuisance au d\u00e9veloppement pour les uns, fantasme dispendieux pour d\u2019autres, la transition \u00e9cologique doit avancer des arguments \u00e9conomiques pour s\u2019imposer dans une soci\u00e9t\u00e9 capitaliste.<\/p>\n\n\n\n<p>Avec le Pacte Finance-Climat, Pierre Larrouturou avance des pistes de solution. Il propose notamment la cr\u00e9ation d\u2019une Banque du Climat, id\u00e9e r\u00e9guli\u00e8rement reprise dans diff\u00e9rents pays europ\u00e9ens, et tout r\u00e9cemment par le Pr\u00e9sident fran\u00e7ais. Son analyse de la transition \u00e9cologique sous une focale financi\u00e8re conduit \u00e0 imaginer comment l\u2019Europe pourrait mettre \u00e0 profit sa force \u00e9conomique afin de r\u00e9ussir la transition en son sein avant de la diss\u00e9miner \u00e0 l\u2019international. Il s\u2019agit de d\u00e9bloquer les investissements suffisants pour r\u00e9concilier enjeux sociaux et pr\u00e9servation de l\u2019environnement. Transports, b\u00e2timents, agriculture, \u00e9nergie, tous les secteurs sont
