Et pourtant, entre fin de l\u2019\u00e8re Hu Jintao &#8211; mat\u00e9rialis\u00e9e par son \u00e9vacuation physique spectaculaire, qui fait encore l\u2019objet de toutes les speculations -, d\u00e9clarations triomphalistes, et renforcement de l\u2019assise politique de Xi Jinping au sein du parti, le XXe Congr\u00e8s, qui s\u2019est tenu en octobre, a pu surprendre et para\u00eet marquer un tournant majeur. Mais comment le comprendre&#160;?<\/p>\n\n\n\n<p>Que signifient les principes, \u00e9nonc\u00e9s par Xi Jinping dans un<a href=\"https:\/\/legrandcontinent.eu\/fr\/2022\/10\/22\/la-pensee-xi-lhegemonie-absolue\/\"> long discours traduit dans nos colonnes<\/a> et repris dans le<a href=\"https:\/\/legrandcontinent.eu\/fr\/2022\/10\/31\/que-sest-il-passe-au-20e-congres-du-parti-communiste-chinois\/\"> rapport politique du Congr\u00e8s<\/a>, de \u00ab&#160;modernisation de style chinois&#160;\u00bb, de \u00ab&#160;prosp\u00e9rit\u00e9 commune&#160;\u00bb ou de \u00ab&#160;rajeunissement national&#160;\u00bb&#160;? Ces id\u00e9es directrices, lignes structurantes de la<a href=\"https:\/\/legrandcontinent.eu\/fr\/themes\/doctrines-de-xi\/\"> pens\u00e9e Xi<\/a>, ne nous sont pas famili\u00e8res. Elles sont cependant au c\u0153ur de l\u2019ambition r\u00e9gionale et internationale d\u2019une Chine qui semble pr\u00e9tendre au r\u00e9tablissement de son rang imp\u00e9rial&#160;; d\u2019une Chine qui cherche \u00e0 se positionner favorablement dans l\u2019interr\u00e8gne, dans la s\u00e9quence de crises \u00e9conomiques, militaires et climatiques que le monde traverse.<\/p>\n\n\n\n<p>Que dire de la nouvelle place de Xi Jinping au sein du PCC&#160;? Le XXe Congr\u00e8s semble faire voler en \u00e9clat certaines normes du Parti&#160;: de nombreux amendements consacrent d\u00e9sormais&nbsp; l\u2019emprise des scientifiques, des techniciens, de Xi Jinping et de ses hommes sur les organes majeures de l\u2019institution. Mais quelles cons\u00e9quences cela a-t-il sur le fonctionnement interne du PCC&#160;? Quels sont les rapports de force qui le travaillent de l\u2019int\u00e9rieur&#160;? Et comment analyser le rapport d\u2019un Parti toujours plus strict, disciplin\u00e9 et centralis\u00e9, avec l\u2019Etat&#160;?
