Se trata, por tanto, de una prueba para el multilateralismo de la ONU, que ya ha sido socavado por el contexto actual. El pasado mes de abril, presentamos <a href=\"https:\/\/legrandcontinent.eu\/fr\/2022\/04\/08\/trois-cartes-pour-comprendre-le-bouleversement-geopolitique-que-constitue-la-guerre-en-ukraine\/\">una serie de tres mapas<\/a> con las votaciones de las Naciones Unidas y las reacciones de los pa\u00edses al inicio de la invasi\u00f3n para entender el trastorno geopol\u00edtico que constituye la guerra en Ucrania.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/utbyv\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mientras que en los dos a\u00f1os anteriores se permiti\u00f3 a los l\u00edderes internacionales enviar videoclips para dirigirse virtualmente a la Asamblea General, este a\u00f1o ya no es as\u00ed. En este contexto, los presidentes ruso y chino decidieron enviar a sus ministros de Asuntos Exteriores para que los representaran.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sin embargo, se hizo una excepci\u00f3n para que Volodymyr Zelensky no abandonara el territorio ucraniano, sino que se dirigiera a los l\u00edderes y representantes de los 193 Estados miembros de las Naciones Unidas. En este sentido, una votaci\u00f3n celebrada el pasado viernes esboz\u00f3 los contornos de una nueva geopol\u00edtica, exacerbada por la guerra en Ucrania.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La propuesta, sometida a votaci\u00f3n en la Asamblea General, consist\u00eda en autorizar o no una dispensa para que el Presidente ucraniano sustituyera su comparecencia en Nueva York por un v\u00eddeo pregrabado. El embajador ucraniano ante las Naciones Unidas, Serhiy Kyslytsya, justific\u00f3 la propuesta afirmando que \u00abel Presidente, al ser el garante de la soberan\u00eda estatal y la integridad territorial de Ucrania y el Comandante en Jefe de las Fuerzas Armadas de Ucrania seg\u00fan la Constituci\u00f3n de Ucrania [\u2026] debe estar y est\u00e1 con el ej\u00e9rcito de Ucrania\u00bb&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-7973' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/es\/2022\/09\/19\/ucrania-sera-el-principal-tema-de-division-en-la-asamblea-general-de-la-onu\/#easy-footnote-bottom-1-7973' title='&lt;a href=&quot;https:\/\/www.unmultimedia.org\/tv\/unifeed\/asset\/2933\/2933705\/&quot;&gt;UN \/ GENERAL ASSEMBLY VOTE ZELENSKYY&lt;\/a&gt;, Naciones Unidas, 16 de septiembre de 2022.'><sup>1<\/sup><\/a><\/span><\/span>.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/TmFv0\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>El embajador ruso denunci\u00f3 el \u00abtrato especial\u00bb dado a Kiev, que lleva a \u00abolvidar que tenemos igualdad soberana entre todos los miembros de la ONU\u00bb. La decisi\u00f3n se adopt\u00f3 finalmente con 101 votos a favor, 7 en contra y 19 abstenciones. Cuba y Nicaragua fueron los dos pa\u00edses que votaron abiertamente en contra, mientras que se abstuvieron en la votaci\u00f3n de la resoluci\u00f3n de condena a la invasi\u00f3n de Ucrania, que tuvo lugar el 2 de marzo.
