Este ser\u00e1 el cuarto pa\u00eds del continente africano que acoja una conferencia de las Naciones Unidas sobre el cambio clim\u00e1tico, despu\u00e9s de Sud\u00e1frica, Kenia y Marruecos (que ha acogido dos ediciones).<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/lBA5o\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Aunque las tendencias desde la primera COP celebrada en Berl\u00edn en 1995 sugieren que el evento de este a\u00f1o no destacar\u00e1 por su magnitud, la cuesti\u00f3n de la relaci\u00f3n del gobierno egipcio con los activistas medioambientales -pero tambi\u00e9n con los investigadores- s\u00ed plantea interrogantes. El lunes, la ONG Human Rights Watch destac\u00f3 en un informe que \u00abel gobierno egipcio ha restringido gravemente la capacidad de los grupos ecologistas para llevar a cabo una pol\u00edtica independiente, una defensa y un trabajo de campo esenciales para proteger el medioambiente natural del pa\u00eds\u00bb&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-7915' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/es\/2022\/09\/16\/cop-27-en-egipto-dilema-entre-los-derechos-humanos-y-la-agenda-climatica\/#easy-footnote-bottom-1-7915' title='&lt;a href=&quot;https:\/\/www.hrw.org\/news\/2022\/09\/12\/egypt-government-undermining-environmental-groups&quot;&gt;Egypt\u00a0: Government Undermining Environmental Groups&lt;\/a&gt;, Humans Rights Watch, 12 de septiembre de 2022.'><sup>1<\/sup><\/a><\/span><\/span>.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/PFixB\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sin embargo, aunque la trayectoria del carbono y los esfuerzos del pa\u00eds anfitri\u00f3n son importantes en la elecci\u00f3n que hacen las Naciones Unidas, tambi\u00e9n lo es el compromiso de la sociedad civil. El manual de la ONU para acoger conferencias sobre el cambio clim\u00e1tico afirma que: \u00abLos pa\u00edses anfitriones deben promover una amplia estrategia de participaci\u00f3n de la sociedad civil, basada en los principios de transparencia, apertura e inclusi\u00f3n\u00bb&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-7915' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/es\/2022\/09\/16\/cop-27-en-egipto-dilema-entre-los-derechos-humanos-y-la-agenda-climatica\/#easy-footnote-bottom-2-7915' title='&lt;a href=&quot;https:\/\/unfccc.int\/resource\/docs\/publications\/how_to_cop_unfccc.pdf&quot;&gt;How to COP\u00a0: A handbook for hosting United Nations Climate Change Conferences&lt;\/a&gt;, Convenci\u00f3n Marco de las Naciones Unidas sobre el Cambio Clim\u00e1tico, 2014.'><sup>2<\/sup><\/a><\/span><\/span>.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La \u00faltima COP, celebrada en Glasgow el a\u00f1o pasado (con resultados dispares), cont\u00f3 con el mayor n\u00famero de observadores de las ONG y los medios de comunicaci\u00f3n. Estos \u00faltimos son los garantes de la transparencia de la conferencia, as\u00ed como del compromiso de la sociedad civil. Seg\u00fan ellos, \u00abes probable que el aparato de seguridad se centre m\u00e1s que nunca en la sociedad civil ecologista de Egipto [\u2026] cuando termine la COP, podr\u00edan empezar a mirar y ver qui\u00e9n est\u00e1 haciendo qu\u00e9, qui\u00e9n obtuvo fondos de d\u00f3nde, por ejemplo\u00bb.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Esta edici\u00f3n de la COP pondr\u00e1 as\u00ed a prueba a un gran n\u00famero de delegaciones que representan a gobiernos que han decidido combinar la lucha por los derechos humanos con la del cambio clim\u00e1tico.
