{"id":5155,"date":"2022-06-24T17:47:24","date_gmt":"2022-06-24T16:47:24","guid":{"rendered":"https:\/\/legrandcontinent.eu\/es\/?p=5155"},"modified":"2022-06-24T17:47:28","modified_gmt":"2022-06-24T16:47:28","slug":"el-consejo-y-los-balcanes-occidentales","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/es\/2022\/06\/24\/el-consejo-y-los-balcanes-occidentales\/","title":{"rendered":"El Consejo y los Balcanes Occidentales"},"content":{"rendered":"\n<ul class=\"wp-block-list\"><li>Durante su conferencia de prensa sobre las prioridades de la presidencia francesa del Consejo, el 9 de diciembre de 2021, el presidente Macron anunci\u00f3 la organizaci\u00f3n de una conferencia para los Balcanes occidentales, cuyo objetivo es mostrar el nuevo compromiso de la Uni\u00f3n en la regi\u00f3n, especialmente en cuestiones de econom\u00eda, transici\u00f3n energ\u00e9tica y movilidad.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Sin embargo, en el contexto de la guerra en Ucrania, el objetivo de la reuni\u00f3n de ayer, previa al Consejo, era sobre todo levantar el veto de Bulgaria a la apertura de las negociaciones de adhesi\u00f3n con Macedonia del Norte, lo que habr\u00eda permitido tambi\u00e9n la apertura de las negociaciones con Albania. En primer lugar, el levantamiento del veto, que el Gobierno b\u00falgaro estaba dispuesto a aplicar, se vio comprometido por el voto de confianza del mi\u00e9rcoles. En un segundo paso, el Parlamento b\u00falgaro acept\u00f3 finalmente votar el viernes a favor del levantamiento del veto, debido a un cambio de postura del principal partido de la oposici\u00f3n, el GERB (Ciudadanos por el Desarrollo Europeo de Bulgaria). Emmanuel Macron ha dicho que \u00abla presidencia francesa del Consejo trabajar\u00e1 en las pr\u00f3ximas horas para traducir este texto en un acuerdo a nivel europeo\u00bb.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Seg\u00fan el acuerdo propuesto, Skopje debe comprometerse a modificar su constituci\u00f3n para incluir a los b\u00falgaros en los grupos \u00e9tnicos reconocidos por Macedonia del Norte y aplicar un tratado de amistad de 2017 destinado a reprimir la incitaci\u00f3n al odio. Sin embargo, todav\u00eda hay muchas disputas y el Primer Ministro macedonio, Dimitar Kovachevski, dijo ayer que esta forma de compromiso era inaceptable. Macedonia del Norte ya tuvo que cumplir las exigencias de Grecia y cambiar su nombre en 2018 si quer\u00eda entrar en la UE.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>El hecho de que Ucrania y Moldavia hayan obtenido el estatus de candidatos oficiales en menos de cuatro meses ha dado lugar a malentendidos e incomprensiones. Serbia y Montenegro han esperado tres a\u00f1os (2009-2012) y dos a\u00f1os (2008-2010), respectivamente, antes de obtener el estatus de candidato oficial. El proceso de negociaci\u00f3n sigue sin avanzar, a pesar de que la promesa europea de ampliaci\u00f3n a los Balcanes se hizo ya en 2003, en la cumbre de Sal\u00f3nica.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Adem\u00e1s, Serbia y Montenegro se encuentran en un punto muerto en sus negociaciones, con s\u00f3lo 2 de los 35 cap\u00edtulos de negociaci\u00f3n cerrados para Serbia y 3 de los 33 para Montenegro.
