El bloque ofrecer\u00eda pr\u00e9stamos a 25 a\u00f1os -con intereses pagados por la UE- con un periodo de gracia adicional de 10 a\u00f1os para su devoluci\u00f3n, y cada Estado miembro actuar\u00eda como garante en caso de impago. Por el contrario, los ejemplos que no hay que seguir son Irak y Afganist\u00e1n. Las principales recomendaciones del CEPR son dar prioridad a las subvenciones en lugar de los pr\u00e9stamos, conceder a Ucrania el estatus de candidato a la UE y establecer una reconstrucci\u00f3n con cero emisiones de carbono. Por \u00faltimo, el CEPR distingue tres fases a largo plazo para la reconstrucci\u00f3n: ayuda de emergencia, restablecimiento de las infraestructuras y servicios cr\u00edticos del pa\u00eds y estabilizaci\u00f3n del pa\u00eds para lograr un crecimiento sostenible.<\/li><\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/8zmkx\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>La necesaria reconstrucci\u00f3n econ\u00f3mica no puede lograrse sin el enjuiciamiento de los cr\u00edmenes de guerra y la puesta en marcha de reformas anticorrupci\u00f3n que permitan al pa\u00eds absorber una gran cantidad de dinero de los pa\u00edses occidentales, garantizando al mismo tiempo que se utilice de forma inteligente. El recuerdo de Afganist\u00e1n, donde Estados Unidos invirti\u00f3 miles de millones de d\u00f3lares en la reconstrucci\u00f3n del pa\u00eds mientras contribu\u00eda a una \u00abcultura de corrupci\u00f3n generalizada\u00bb, ha sentado un precedente que los pa\u00edses occidentales quieren evitar.<\/li><li>El fiscal general de Estados Unidos, Merrick B. Garland, realiz\u00f3 ayer una visita sorpresa a Ucrania y anunci\u00f3 el nombramiento de un fiscal especial para identificar los cr\u00edmenes de guerra cometidos por el ej\u00e9rcito ruso en Ucrania.
