Estos \u00faltimos se benefician de un derecho de residencia casi autom\u00e1tico en la Uni\u00f3n gracias a la directiva de 2001 sobre protecci\u00f3n temporal, activada en el Consejo de Justicia y Asuntos de Interior del 4 de marzo. Se calcula que actualmente hay 3,2 millones de personas inscritas en este r\u00e9gimen. Sin embargo, muchos ucranianos &#8211; 2,3 millones seg\u00fan el ACNUR&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-4783' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/es\/2022\/06\/09\/consejo-de-justicia-y-asuntos-de-interior-en-el-contexto-de-la-afluencia-de-refugiados-ucranianos\/#easy-footnote-bottom-2-4783' title='&lt;a href=&quot;https:\/\/data.unhcr.org\/en\/situations\/ukraine&quot;&gt;https:\/\/data.unhcr.org\/en\/situations\/ukraine&lt;\/a&gt;'><sup>2<\/sup><\/a><\/span><\/span> &#8211; han optado por regresar a Ucrania tras la retirada del ej\u00e9rcito ruso del norte del pa\u00eds en abril de 2022, lo que explica la diferencia entre el n\u00famero de refugiados y el n\u00famero de protecciones temporales concedidas a los refugiados ucranianos en Europa.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Ante esta oleada migratoria a gran escala, el sistema de asilo europeo se prepara para recibir cientos de miles de solicitudes de asilo, cuando ya ten\u00eda dificultades para tramitar las existentes. Alemania, Francia y Espa\u00f1a son los tres pa\u00edses con mayor retraso, con m\u00e1s de 264.000, 145.000 y 100.000 solicitudes a la espera de una decisi\u00f3n antes del 31 de diciembre de 2021. Los tiempos de espera llegan a ser de 29 meses de media en Chipre, Malta y Finlandia.<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-datawrapper wp-block-embed-datawrapper\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Espacio Schengen \" src=\"https:\/\/datawrapper.dwcdn.net\/aPgnG\/1\/#?secret=XwF6rI8bjj\" data-secret=\"XwF6rI8bjj\" scrolling=\"no\" frameborder=\"0\" height=\"652\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li>En la \u00faltima d\u00e9cada, el \u00e1mbito de la libre circulaci\u00f3n ha tenido que hacer frente a varias crisis, especialmente la crisis migratoria de 2015-2016 y la pandemia de Covid-19 en 2020-2021. As\u00ed, varios pa\u00edses han restablecido los controles en las fronteras interiores de la Uni\u00f3n desde 2015, excepciones autorizadas por el C\u00f3digo Schengen, pero que normalmente deben durar un m\u00e1ximo de dos a\u00f1os. Pero la reforma de Schengen que Emmanuel Macron quer\u00eda durante la PFUE para lograr la \u00abdirecci\u00f3n pol\u00edtica\u00bb de Schengen parece estar estancada y no ha estado en la mesa de discusi\u00f3n.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>El primer d\u00eda, el Consejo decidi\u00f3 asignar 205 millones de euros adicionales en ayuda humanitaria a Ucrania, con lo que la financiaci\u00f3n humanitaria total de la Uni\u00f3n para Ucrania supera los 700 millones de euros.
