{"id":28546,"date":"2024-01-19T14:32:00","date_gmt":"2024-01-19T13:32:00","guid":{"rendered":"https:\/\/legrandcontinent.eu\/es\/?p=28546"},"modified":"2024-01-19T18:30:30","modified_gmt":"2024-01-19T17:30:30","slug":"a-pesar-de-evitar-un-tercer-cierre-mike-johnson-esta-debilitado","status":"publish","type":"post","link":"https:\/\/legrandcontinent.eu\/es\/2024\/01\/19\/a-pesar-de-evitar-un-tercer-cierre-mike-johnson-esta-debilitado\/","title":{"rendered":"A pesar de evitar un tercer cierre, Mike Johnson est\u00e1 debilitado"},"content":{"rendered":"\n<p>Hay dos formas (no mutuamente excluyentes) de ver los debates y el trabajo legislativo en el Congreso estadounidense sobre la financiaci\u00f3n del Gobierno federal:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>la primera es considerar que las 3 Continuing Resolutions (CRs) -autorizaciones temporales de gasto al nivel del a\u00f1o anterior o con ligeros ajustes- aprobadas desde septiembre de 2023 han permitido evitar cierres que habr\u00edan obligado a muchos empleados federales a despidos ;<\/li>\n\n\n\n<li>la segunda es ver esta incapacidad de la bancada republicana de la C\u00e1mara de Representantes para ponerse de acuerdo sobre la financiaci\u00f3n del a\u00f1o fiscal como parte de una disfunci\u00f3n que da testimonio de la guerra civil que corroe al GOP desde la apertura de la actual legislatura en enero de 2023.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium \">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/flo.uri.sh\/visualisation\/16509406\/embed\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Desde finales de la d\u00e9cada de 1970 -tras la promulgaci\u00f3n de la Ley de Presupuesto del Congreso y Control de Embargos de 1974, que estableci\u00f3 el proceso presupuestario tal y como lo conocemos hoy-, la votaci\u00f3n anual del presupuesto para financiar el Gobierno federal ha sido un ejercicio desordenado. Desde 1977, el Congreso s\u00f3lo ha conseguido aprobar el presupuesto anual a tiempo en cuatro ocasiones: en 1977, 1989, 1995 y 1997&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-1-28546' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/es\/2024\/01\/19\/a-pesar-de-evitar-un-tercer-cierre-mike-johnson-esta-debilitado\/#easy-footnote-bottom-1-28546' title='James V. Saturno, Megan S. Lynch, Bill Heniff Jr., Drew C. Aherne y Justin Murray,\u00a0&lt;a href=&quot;https:\/\/crsreports.congress.gov\/product\/pdf\/R\/R46595&quot;&gt;Continuing Resolutions\u00a0: Overview of Components and Practices&lt;\/a&gt;, Congressional Research Service, 16 de mayo de 2023.'><sup>1<\/sup><\/a><\/span><\/span>.<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/OqnCP\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Con 3 medidas temporales de financiaci\u00f3n aprobadas desde el inicio del a\u00f1o fiscal 2024, el 118\u00ba Congreso est\u00e1, por el momento, por debajo de la media (4) del n\u00famero de medidas similares aprobadas por a\u00f1o entre 1977 y 2023.<\/li>\n\n\n\n<li>El panorama es diferente si nos fijamos en el n\u00famero de d\u00edas que abarcan estas medidas temporales de financiaci\u00f3n. Las 21 medidas aprobadas en el a\u00f1o fiscal 2001 cubrieron solo 82 d\u00edas en total; por el contrario, las 2 resoluciones aprobadas en el a\u00f1o fiscal 2013 cubrieron todo el a\u00f1o fiscal&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-28546' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/es\/2024\/01\/19\/a-pesar-de-evitar-un-tercer-cierre-mike-johnson-esta-debilitado\/#easy-footnote-bottom-2-28546' title='La duraci\u00f3n de una resoluci\u00f3n continua puede abarcar desde un solo d\u00eda hasta todo el ejercicio fiscal, es decir, 365 d\u00edas.'><sup>2<\/sup><\/a><\/span><\/span>.<\/li>\n\n\n\n<li>Para el ejercicio fiscal 2024, se espera que estas medidas temporales de financiaci\u00f3n duren un m\u00ednimo de 160 d\u00edas (desde el 1 de octubre de 2023 hasta el 8 de marzo de 2024, fecha en la que expirar\u00e1n la mayor\u00eda de las medidas de financiaci\u00f3n votadas ayer), lo que supone un 17% m\u00e1s que la media de los a\u00f1os 1998-2023.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/1v5aL\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Adem\u00e1s de esta dimensi\u00f3n presupuestaria, hay una observaci\u00f3n pol\u00edtica propia del actual Congreso, y en particular de la mayor\u00eda republicana en la C\u00e1mara de Representantes: el GOP est\u00e1 m\u00e1s dividido que nunca, con un fortalecimiento del ala derecha.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>El 30 de septiembre del a\u00f1o pasado, un d\u00eda antes de la primera amenaza de cierre del a\u00f1o fiscal, 126 miembros republicanos votaron a favor de la resoluci\u00f3n que permit\u00eda la financiaci\u00f3n temporal del gobierno federal hasta el 17 de noviembre&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-3-28546' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/es\/2024\/01\/19\/a-pesar-de-evitar-un-tercer-cierre-mike-johnson-esta-debilitado\/#easy-footnote-bottom-3-28546' title='&lt;a href=&quot;https:\/\/clerk.house.gov\/Votes\/2023513&quot;&gt;Roll Call 513 | Bill Number\u00a0: H. R. 5860&lt;\/a&gt;, 30 de septiembre de 2023.'><sup>3<\/sup><\/a><\/span><\/span>.<\/li>\n\n\n\n<li>Ayer, jueves 18 de enero, s\u00f3lo 107 miembros republicanos de la C\u00e1mara votaron a favor del texto que prorroga la financiaci\u00f3n temporal del Gobierno hasta el 1 y el 8 de marzo de 2024, menos de la mayor\u00eda de sus miembros&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-4-28546' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/es\/2024\/01\/19\/a-pesar-de-evitar-un-tercer-cierre-mike-johnson-esta-debilitado\/#easy-footnote-bottom-4-28546' title='&lt;a href=&quot;https:\/\/clerk.house.gov\/Votes\/202415&quot;&gt;Roll Call 15 | Bill Number\u00a0: H. R. 2872&lt;\/a&gt;, 18 de enero de 2024.'><sup>4<\/sup><\/a><\/span><\/span>.<\/li>\n\n\n\n<li>Con una votaci\u00f3n de 107-106 en una cuesti\u00f3n presupuestaria, el Partido Republicano rara vez ha estado tan dividido en el Congreso.
