Reinhart y Christoph Trebesch, \u00ab\u00a0&lt;a href=&quot;https:\/\/docs.aiddata.org\/ad4\/pdfs\/WPS124_China_as_an_International_Lender_of_Last_Resort.pdf&quot;&gt;China as an International Lender of Last Resort&lt;\/a&gt;\u00a0\u00bb, AidData, Working paper n\u00b0124, 27 de marzo de 2023.'><sup>1<\/sup><\/a><\/span><\/span>.<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/UbBDe\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>La mayor\u00eda de estos pr\u00e9stamos se utilizan para que los pa\u00edses receptores puedan seguir reembolsando sus pr\u00e9stamos de la Nueva Ruta de la Seda, mientras que cada vez son m\u00e1s los pa\u00edses que experimentan dificultades de pago.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Seg\u00fan los autores del informe, el aumento del n\u00famero e importe de estos pr\u00e9stamos supone un riesgo para los deudores, ya que son \u00abopacos y conllevan tipos de inter\u00e9s relativamente altos\u00bb.<\/li>\n\n\n\n<li>Aunque los tipos var\u00edan seg\u00fan los pa\u00edses que suscriben este tipo de pr\u00e9stamos de \u00faltimo recurso, los acreedores chinos cobran por t\u00e9rmino medio un tipo superior al 5%, frente al 3,2% aproximadamente de los pr\u00e9stamos del Fondo Monetario Internacional y el 1,1% de los swaps de divisas de la Reserva Federal estadounidense.<\/li>\n\n\n\n<li>Estos swaps (consistentes en un desembolso de yuanes por el Banco Central chino a cambio de moneda nacional) constituyen, junto con el apoyo directo a la balanza de pagos, las dos formas de pr\u00e9stamos de rescate concedidos por China.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/bbBj5\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Un total de 22 pa\u00edses recibieron pr\u00e9stamos de rescate del Banco Central Chino o de bancos y empresas estatales entre 2000 y 2021 por un importe total de 232.000 millones de d\u00f3lares. Entre ellos figuran varios<a href=\"https:\/\/legrandcontinent.eu\/es\/2023\/01\/19\/hacia-una-crisis-de-la-deuda-en-los-paises-en-desarrollo\/\"> pa\u00edses con graves problemas de deuda<\/a> -seg\u00fan el Programa de las Naciones Unidas para el Desarrollo- como Argentina, Venezuela, Kenia y Sri Lanka.<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/c0VLL\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Desde hace varios a\u00f1os, investigadores y personalidades pol\u00edticas (sobre todo estadounidenses) acusan a China de llevar a cabo una \u00abdiplomacia de la trampa de la deuda\u00bb, en particular mediante la redacci\u00f3n de contratos que permiten a Pek\u00edn embargar activos estrat\u00e9gicos en caso de insolvencia&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-2-15241' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/es\/2023\/03\/28\/el-creciente-papel-de-china-en-el-sistema-financiero-mundial\/#easy-footnote-bottom-2-15241' title='Anna Gelpern, Sebastian Horn, Scott Morris, Brad Parks y Christoph Trebesch, \u00ab\u00a0&lt;a href=&quot;https:\/\/www.cgdev.org\/sites\/default\/files\/how-china-lends-rare-look-100-debt-contracts-foreign-governments.pdf&quot;&gt;How China Lends. A Rare Look into 100 Debt Contracts with Foreign Governments&lt;\/a&gt;\u00a0\u00bb, AidData, Kiel Institute for the World Economy, Center for Global Development y PIIE, marzo 2021.'><sup>2<\/sup><\/a><\/span><\/span>.<\/li>\n\n\n\n<li>En diciembre de 2017, tras experimentar importantes dificultades para reembolsar su deuda a varias empresas chinas, el Gobierno de Sri Lanka se vio obligado a ceder su puerto de Hambantota a Pek\u00edn durante 99 a\u00f1os&nbsp;<span class='whitespace-nowrap'><span id='easy-footnote-3-15241' class='easy-footnote-margin-adjust'><\/span><span class='easy-footnote'><a href='https:\/\/legrandcontinent.eu\/es\/2023\/03\/28\/el-creciente-papel-de-china-en-el-sistema-financiero-mundial\/#easy-footnote-bottom-3-15241' title='\u00ab\u00a0&lt;a href=&quot;https:\/\/www.reuters.com\/article\/sri-lanka-china-ports-idUSL3N1O908U&quot;&gt;Sri Lanka hands port formally to Chinese firm, receives $292 mln&lt;\/a&gt;\u00a0\u00bb,\u00a0&lt;em&gt;Reuters&lt;\/em&gt;, 9 de diciembre de 2017.'><sup>3<\/sup><\/a><\/span><\/span>.<\/li>\n\n\n\n<li>Este informe, que constituye el primer intento de estudio exhaustivo de los pr\u00e9stamos de rescate chinos, marca tambi\u00e9n el final de un periodo de hegemon\u00eda del Fondo Monetario Internacional (FMI) junto al creciente papel desempe\u00f1ado por China.<\/li>\n<\/ul>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/jQOEh\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>Acumulativamente, los rescates de China corresponden a m\u00e1s del 20% del total de pr\u00e9stamos del FMI en los \u00faltimos diez a\u00f1os. Esta tendencia se ha acelerado especialmente desde 2015: los pr\u00e9stamos chinos (40.000 millones de d\u00f3lares) representaron m\u00e1s del 50% de los pr\u00e9stamos del FMI (68.000 millones de d\u00f3lares) en 2021.<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/LPGnQ\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<p>El papel de Pek\u00edn en el sistema financiero internacional est\u00e1 a\u00fan lejos de rivalizar con el de Estados Unidos o el Fondo Monetario Internacional, seg\u00fan los autores del informe.
