En alguna parte llevamos varios a\u00f1os en ese pa\u00eds, con una crisis institucional. Lo que es una buena y una mala noticia, es como se desacopl\u00f3 la econom\u00eda de la pol\u00edtica: c\u00f3mo la econom\u00eda peruana ha sido capaz de dividirse y divorciarse de su institucionalidad.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Termina una secuencia Castillo que dur\u00f3 sin duda m\u00e1s de lo previsto. \u00bfPor qu\u00e9 nunca logr\u00f3 realmente gobernar? \u00bfQu\u00e9 le falt\u00f3?<\/strong><\/h3>\n\n\n\n<p>Castillo tuvo serios problemas con la crisis institucional que arrastraba, pero tambi\u00e9n hay que decir que sus decisiones son caras. Busc\u00f3 refugio en la OEA, la misma que demostr\u00f3 no tener credibilidad, ni antecedentes ni cuenta de ahorros suficientes para hablar de democracia en los pa\u00edses en los que dice coordinar.<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/GCXto\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u00bfHubo alg\u00fan tipo de relaci\u00f3n entre Castillo y el Grupo de Puebla? \u00bfPor qu\u00e9?<\/strong><\/h3>\n\n\n\n<p>Al inicio, si no me equivoco, antes de que asumiera, tuvimos un zoom con el Grupo de Puebla, con \u00e9l y con Dina Boluarte, y fue una reuni\u00f3n protocolar para desearle buenos oficios. Despu\u00e9s, el Grupo de Puebla tuvo relaciones con Dina Boluarte y Ver\u00f3nika Mendoza, con Mocha Garc\u00eda Naranjo y tuvimos conversaciones. Siempre nos pareci\u00f3 muy dif\u00edcil la relaci\u00f3n con el presidente Castillo, producto de sus decisiones, pero yo aqu\u00ed hablo a t\u00edtulo personal, y no como vocero del Grupo de Puebla.<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/VeaTr\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u00bfCu\u00e1l es la reacci\u00f3n frente al autogolpe?<\/strong><\/h3>\n\n\n\n<p>Nos parece que el presidente tom\u00f3 una decisi\u00f3n compleja, y que ahora le toca a Dina Boluarte garantizar la estabilidad democr\u00e1tica que \u00e9l no pudo.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u00bfPor qu\u00e9 fall\u00f3 el autogolpe?<\/strong><\/h3>\n\n\n\n<p>Una explicaci\u00f3n freudiana: es que quiz\u00e1s por un trauma anterior, <a href=\"https:\/\/legrandcontinent.eu\/es\/2022\/12\/09\/todas-las-sangres-de-peru\/\">el autogolpe Fujimori reson\u00f3 muy fuerte<\/a>, y porque por supuesto hay elementos factuales, como que las fuerzas armadas no lo apoyaron.<\/p>\n\n\n\n<p>Yo creo que lo que fall\u00f3 en el autogolpe fue la legitimidad institucional, la legitimidad del presidente Castillo, y un sin n\u00famero de ataques muy arteros de una oposici\u00f3n implacable, una oposici\u00f3n que no tuvo nunca ning\u00fan inter\u00e9s en el destino del pa\u00eds, y que m\u00e1s bien puso por delante siempre el triunfo de corto plazo.<\/p>\n\n\n\n<div class=\"iframe-container wp-block-image wp-block-image-medium  iframe-dw\">\n\t<div>\n\t\t<iframe class=\"absolute w-full h-full pin-t pin-l\" title=\"titolo\" aria-label=\"Interactive line chart\" src=\"\/\/datawrapper.dwcdn.net\/HACWj\/\" scrolling=\"no\" frameborder=\"0\"><\/iframe>\n\t<\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Con la popularidad tan baja que tiene el Congreso en la opini\u00f3n p\u00fablica peruana, \u00bfqu\u00e9 significa defender la democracia en Per\u00fa?<\/strong><\/h3>\n\n\n\n<p>Hoy el sistema pol\u00edtico peruano muestra, una vez m\u00e1s, un serio problema para la estabilidad, y Dina Boluarte tendr\u00e1 que construir una base muy amplia de apoyo, dar muchas garant\u00edas de saber gobernar con sectores probablemente distantes y construir en eso un plan, una secuencia, y a nivel internacional es importante que se le ayude a avanzar en la estabilidad democr\u00e1tica.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tras el intento de golpe de Estado del ex presidente peruano Pedro Castillo, su vicepresidenta, Dina Boluarte, jur\u00f3 el cargo ante el Congreso, convirti\u00e9ndose en la primera mujer que dirige el pa\u00eds.
