Il d\u00e9clarait notamment que \u201cle troisi\u00e8me grand projet europ\u00e9en, c\u2019est pour moi la conversion des regards avec l\u2019Afrique et la r\u00e9invention de l\u2019axe afro-europ\u00e9en. C\u2019est le combat d\u2019une g\u00e9n\u00e9ration mais je pense qu\u2019il est fondamental pour nous. L\u2019Europe ne r\u00e9ussira pas si l\u2019Afrique ne r\u00e9ussit pas\u201d. <\/p>\n\n\n\n<p>Ce projet se situait dans la continuit\u00e9 d&#8217;une politique ambitieuse vis-\u00e0-vis du continent africain, formul\u00e9e il y a quatre ans dans son discours \u00e0 Ouagadougou, en novembre 2017, quelques mois seulement apr\u00e8s sa prise de fonction. &nbsp;<\/p>\n\n\n\n<p>Aujourd\u2019hui, nous proposons de dresser un bilan de la politique africaine du gouvernement fran\u00e7ais, \u00e0 partir de plusieurs publications parues r\u00e9cemment sur le <em>Grand Continent<\/em>, dont notamment :&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201c<a href=\"https:\/\/legrandcontinent.eu\/fr\/2020\/12\/24\/la-doctrine-macron-en-afrique-une-bombe-a-retardement-budgetaire\/\">La doctrine Macron en Afrique : une bombe \u00e0 retardement budg\u00e9taire<\/a>\u201d,&nbsp;<\/li>\n\n\n\n<li>\u201c<a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/06\/26\/la-guerre-apres-barkhane\/\">La guerre apr\u00e8s Barkhane<\/a>\u201d,&nbsp;<\/li>\n\n\n\n<li>\u201c<a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/10\/21\/economies-africaines-les-trous-noirs-du-rapport-mbembe\/\">\u00c9conomies africaines : les trous noirs du rapport Mbembe<\/a>\u201d<\/li>\n\n\n\n<li>\u201c<a href=\"https:\/\/legrandcontinent.eu\/fr\/2021\/05\/02\/la-france-et-lafrique-de-la-cooperation-a-la-cooptation\/\">La France et l\u2019Afrique : de la coop\u00e9ration \u00e0 la cooptation ?<\/a>\u201d<\/li>\n<\/ul>\n\n\n\n<p>A la lumi\u00e8re des initiatives prises par Emmanuel Macron au cours de son quinquennat, du temps long des gouvernements successifs fran\u00e7ais vis-\u00e0-vis de l\u2019Afrique, et des \u00e9v\u00e9nements les plus r\u00e9cents, comme le Sommet Afrique-France de Montpellier et la fin de l\u2019op\u00e9ration Barkhane, quel bilan peut-on tirer de la politique \u00e9trang\u00e8re fran\u00e7aise vis-\u00e0-vis du continent africain ? Est-ce que l\u2019axe \u201ceuro-africain\u201d qu\u2019Emmanuel Macron souhaitait mettre en place a commenc\u00e9 \u00e0 se structurer ?
